The Department of Health Policy and Management was established in 2000. Its predecessor was the Training Center for Health Management funded by Ministry of Health (China), which was established in 1985, and was one of the earliest institutes that focused on health management training and research in China. In 1987, the department became one of the first institutes in China to grant master degree in social medicine and health management. In 1999, the department was approved to grant doctoral degree in social medicine and health management. At present, there are five divisions in the department: health management, health economics, health law, hospital management and social medicine. Ming WU is the present dean and Zhifeng WANG and Weiyan JIAN are the deputy deans of the department. Professor Yude CHEN is the emeritus chair of the department.
Since its establishment, the department has strived for academic excellence, the diffusion of its academic influences domestically and internationally, and using our research findings to promote social reform and development. The department has devoted itself for the following development: (1) the development and improvement of theories and methodologies with regard to health management (2) the training of academic talents and practical talents in health management (3) innovative and cutting-edge theoretical study and empirical study in health management and policy (4) the provision of technical advice and consultancy to government to improve evidence-based health policy-making.
Based on the department, Health Policy and Technology Research Center of Peking University National Institute for Data Science in Health and Medicine was established in 2019. This center is devoted to creating a top health policy and technology data sharing and cooperative research platform, supporting high level health policy and technology research, and promoting the transfer of health data research output to policy. In addition, the Research Center of Integrated Medical Treatment and Nursing Pension Industry of Peking University Health Science Center is affiliated to the department.
To attract more professional talents, gather related resources from home and abroad and promote the development of this discipline and serve the society, Center for Health Policy and Technology Evaluation, Peking University Health Science Center (hereinafter referred to as the "center") was established in December 2016, which relies on the support of PKU China Center for Health Development Studies and Health Policy and Management Department. The center aims to build a health policy and technology research and evaluation platform that could integrate human, capital, information resources in and off the university and build itself to China's most authoritative independent institution in the field of health policy research, consultation and evaluation. The center is affiliated to the School of Public Health, Peking University and the Department of Health Policy and Management is its executing agency. Full-time and part-time researchers for the center are recruited throughout the year.

Teaching
The department has been in charge of the teaching of health policy and management related courses. By far, we have cultivated more than 400 masters, PhDs and post-docs. The department has opened graduate courses including health management, health economics, social medicine, health law, hospital management, advanced health management, health politics, health policy, health policy evaluation, medical insurance theory and policy analysis, theory and China’s practice of social medical insurance, economic analysis of health behavior, econometrics, organization behavior, health human resource management, health project management, hospital operation management, strategic management for medical facilities, marketing in health service, case analysis for health management, introduction of health finance, pharmacoeconomics and drug policy, social science research methods et al.
Scientific research
The Department of Health Policy and Management receives 40-50 research grants annually from international research donors and councils, central and local governments, the National Natural Science Foundation, the National Social Science Foundation, National Health Commission, the Ministry of Education, the Ministry of Human Resource and Social Security, and other local sectors. The areas of these research projects include health policy analysis and evaluation, health service survey, health service efficiency and effectiveness, health insurance system, primary healthcare, public hospital management and reform, public health management, human resource management, health related legislations, et al.
Social service
Many faculties are holding posts in international or national academic organizations and academic journals. Some faculties have become the members of the professional specialist committee for National Health Commission, some departments of National Health Commission, local governments and National Center of Disease Control. They provide suggestions on health policy for governments at different levels as consultants. Moreover, the Department also provides technical and policy consultant services for all kinds of health sectors, health insurance companies and pharmaceutical enterprises on health management, health economics and health law.
